Subject: C-g doesn't erase incremental search errors

When I do an incremental search on a non-existent 
string, I am not able to erase the invalid portion 
of the search string by typing 'C-g' as documented.  
Instead, 'C-g' immediately cancels the search, as 
if I had typed 'C-g C-g'.  Any suggestions?  I am 
using 19.31.1 on NT 3.51.
