Ya' know, if addpm.exe added the loadpath

	%emacs_dir%/lisp;%emacs_dir%/site-lisp

rather than just

	%emacs_dir%/lisp

it would be a lot simpler to customize the system.  For example,
we could put default.el and site-start.el in site-lisp/, where
they usually go.

Now, _I_ just fired up regedt32 and did it, but it's a bit of a
hassle for other people around here; I can't just say "untar
these two files and then put this startup file 'there'."
