it might be useful if addpm.exe added an entry into the registry
under \\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths
with the following

key:  emacs.exe
default value: c:\emacs-19.31\bin\emacs.exe
string value: Path: c:\emacs-19.31\bin;

this way, emacs can be found using the "run" menu option,
altho it seems that 4nt and cmd still won't find it w/o
an explicit modification to the path.  it'll also be able
to find it's version of etags, etc.
