This is one of a scaling functions used to weight points depending on their persistence and/or location in the diagram. This scaling function does not only depend on a point in the diagram, but on the whole diagram. The longest persistence pair gets a scaling 1. Any other pair gets a scaling between 0 and 1, which is proportional to its length compared to the longest.
