This is a distribution of Tcl for VMS.  It does not contain all of the sources,
only binaries and sources to start your own application (TCLMAIN.C and
TCLAPPINIT.C).

You need to create a [TCL.LIBRARY] to hold the tcl library files and edit the
[SYS$STARTUP]TCLTK_STARTUP.COM file to point to it.

You also need to edit your system startup to invoke
[SYS$STARTUP]TCLTK_STARTUP.COM and your login file to invoke
[SYSMGR]SYSLOGIN_ADDITION.COM.

Move all files to the corresponding system directories.
